How to Unlock Cloud Island

Restore All Main Island Areas: Fully restore Seaside Resort, Spooky Swamp, Gemstone Mountain, Rainbow Reef, and Mount Hothead by collecting Power Crystals.
Reach Friendship Level 17 with Hello Kitty: This involves completing quests and increasing your bond with her.
Complete Hello Kitty's "Baker's Assistant" Quest: This is required to progress to the Stargazing quest.
